hi i have downloaded the program but i cannot open it  ... i click at that but it doesnt open

Probably your wallpaper distracted you.

Actually, it looks like you are simply trying to run the Setup file to install the program. I don't know why its not showing for you. Usually you need administrator privileges to install a program, so Windows should give you a prompt asking for your permission. Maybe try rebooting?

i am administrator of my pc ... it donesnt work i´ve tried it ..... IDK why it doesn´t want to run .... i have W7 or maybe because i have avast

Maybe your antivirus is blocking it? I don't know. Try turning avast off and see
