Today I helped a user get SaT working on the RAP network
Here is the custom site file that you can use:
http://www.stackandtile.com/sat/RAP.ini
Put that file in this folder:
C:\Program Files (x86)\StackAndTile\Sites\
Then close and reopen SaT and find the site at the bottom of the Sites dropdown list
It looks like this site is similar to Chico, so you'll want to make sure to use these settings within the poker client:
