hi,
so for any site im having trouble with sat recognizing the site.
also every time i press f9 my search bar for windows 10 pops up.
does that have anything to do with it?

Yes if your F9 key isn't working, that's probably definitely your problem. 

See if your keyboard has a Fn Lock key to re-enable the F-keys. For example, on my laptop, the F-keys all have shortcuts like volume and search, and to re-enable the real F-key function, I have to first press Fn+ESC
