I can't get the right click hotkey to work when assigned unless i don't let it pass through the underlying window which is not ideal since i like to move my hud around somethings.

Don't play on OnGame 
Unfortunately OnGame will not allow Right Click hotkeys to work on its table otherwise. I don't know if they pop up a menu or what. So your options are:
1. don't play on OnGame
2. use a different hotkey in SaT other than Right Click
3. use a different hotkey for moving your HUD other than Right Click
