Maybe your antivirus is blocking it? I don't know. Try turning avast off and see

Probably your wallpaper distracted you. Actually, it looks like you are simply trying to run the Setup file to install the program. I don't know why its not showing for you. Usually you need administrator privileges to install a program, so Windows should give you a prompt asking for your permission. Maybe try rebooting?
