I've tried a few times to cause it to break but I'm unable to. If we can narrow down a more specific case maybe that would help

What other hotkeys do you use frequently for moving tables around?

Yeah these hotkeys were originally introduced as a request by a user who wanted to go forward and backward. Before that, there was just a "Send table to bottom" hotkey which you could use to 'simulate' the action of cycling in one direction. I suggest you revert to that hotkey for now until I dig into this deeper. Or, if you want to keep using it, and if you can try to be more specific on when/why it might exactly fail, that would be super helpful so I know how to reproduce it. "Randomly" occuring problems that only happen "sometimes" are notoriously difficult to fix
