what happens when you have more tables requiring action than grid spots?

The tables will pop to the top of the stack slot so that you can see them and potentially act on them right out of the stack.

What happens when a slot becomes available? Do the tables then move from stack to the grid? Or do they continue to persist in the stack even if action is required?

If a grid slot frees up and becomes available, then the table will move there
