Can you confirm that you're on v2.98.07h on the SAT About tab?
Can you confirm that you've turned on Drag Drop Slots in SaT advanced options? Can you make sure to click Save? This might be the problem.
If it still fails, can you click File->Current Layout, and paste me everything again?
