Yes if your F9 key isn't working, that's probably definitely your problem.
See if your keyboard has a Fn Lock key to re-enable the F-keys. For example, on my laptop, the F-keys all have shortcuts like volume and search, and to re-enable the real F-key function, I have to first press Fn+ESC
