When you use the SaT menu item for Help->Show Testing Info, does it always show ACTION REQUIRED=YES ? Even when its not your turn to act? I'm guessing so.
Just to test, can you try to create a File->New Layout, and use a larger table size, and then Include the site, and use the same Show Testing Info, and see if it works correctly?
