Please note, i only have GG configured to stack and tile, not stars, and i am not even playing on those stars tables so there should not be any focus stealing from stars side going on.

So in reality, the GG tables do have some overlap. The right GG table slightly covers the left table. But even if there was no overlap at all, the problem would still occur. When you try to click that left GG table, SAT is moving the table "behind" the right GG table, because the right table requires your action. Its a bug.
