For anyone reading or searching, the problem was that SAT was not detecting that the tables required action. This is the cause of many problems, and it was my fault for not asking that first. Typically you use the menu item for Help->Show Testing Info, and wait for your turn to act, and see what SAT reports on the ACTION REQUIRED? line
For WPN, you need to make sure to be using the red button colors in the WPN settings, and then inside SAT make sure to Remove and re-Include the site
