If the grid is full, then the New Table will open where ever the poker site opens it. Same if SaT cannot detect the table, such as your freeroll tables. All tables that SaT does detect should move to a slot.

It looks like this is a 99¢ tournament? As you can see in your paste, SaT can't see the cent symbol ¢ and instead it sees ?. You probably need to change your language setting in control panel. Its mentioned on the help page:

This table will be fixed in the next version and will work for the Small Stakes version, but will fail for the Free version.
